This ODI Background Note explains how to incorporate an analysis of the dynamics surrounding knowledge, policy and power into policymaking processes. The paper presents a guide which is designed to be useful to all those who play a role in shaping the content of policies – policymakers, researchers, civil society organizations, non-governmental organizations and donors. The guide can also be used more generally to understand the complex interaction among various policymaking processes.
