This paper describes how the regional and global components of Brazil's foreign policy closely overlap. Indeed, Brasilia now sees regionalism not only as a worthy goal in itself, but also as a way to exert global influence and 'soft-balance' the United States. In the latter case, Brazilian leaders believe that by investing in Mercosur, Unasur and other integration schemes they will both consolidate their regional leadership role and help create a uniquely South American political space.
