This report provides a comprehensive and systematic assessment of the institutions of the Palestinian Authority (PA). The authors state that the PA must improve its ability to govern democratically and effectively. The report concludes that the PA must urgently implement political and organizational reforms, or risk losing the support of both its constituency and international donors.
