This report discusses the challenges of "winning the peace" after a successful war against Iraq. Written before the United States invasion, the report recommends that the US military deploy forces to prevent acts of reprisal and to provide humanitarian aid. The authors call on the Bush administration to actively recruit international civilian police and constabulary forces to assist US forces and train Iraqis. The report describes the nature and magnitude of the post-conflict requirements in Iraq, and concludes by offering some 30 recommendations relating to humanitarian assistance, public security, transitional administration, and the rule of law. Recommendations are also offered on accountability, oil, reconstruction, and regional security.
