This report describes how Latin America and Brazil have come to the forefront of United States policy challenges. The authors provide an analysis of the policy situation for the US in Latin America and Brazil and provide a set of two recommendations. The report recommends that the US establish a focal point for Latin America and that Brazil should serve as such a focal point, and that President Bush must move swiftly to establish a high-level dialogue with Brazil on key issues ranging from drugs to trade, democratization, anti-terrorism, and transnational crime prevention.
