This report analyzes the EU's response to changes in the Mediterranean region. It argues that the EU's Mediterranean policy continuity of the past twenty years does not respond to the needs of its intended beneficiaries. The EU must consider how to address the immediate needs of developing countries, moving beyond the notion that trade liberalization is the only answer, and should implement a more imaginative regional vision that is adapted to the political reality of the Mediterranean area. The status quo however is driving the EU into irrelevance.
