This report describes what risks China and the United States will face risks as Beijing moves ahead with membership in the World Trade Organization (WTO). The report argues that despite the risks, the potential payoffs for both countries will be enormous. Increased trade and investment will provide considerable economic benefits to both nations, thereby improving overall Sino-American relations and creating a better context for managing security and human rights issues.
