This report describes the anti-terrorist activities of the United States. The authors emphasize the importance of the US winning the battle for public support among Muslims around the world. The report explains that if the US is unable to win the battle for public opinion, it may prove impossible to carry all military operations through to their completion. The authors state that the US must create a sense of understanding for its causes and actions in the Islamic world, so that also the political leaders of the Islamic nations will have more flexibility to support the US anti-terrorist initiatives.
