This brief analyzes the effectiveness of the Extractive Industries Transparency Initiative in Mozambique (MEITI). The author argues that MEITI is currently ineffective at preventing the diversion of public funds as these occur on a much greater scale at the earlier stages where both the companies and individuals linked to government power can take advantage of a lack of transparency. The author recommends that the initiative broaden its scope to allow the monitoring of public revenue at all stages of the extractive process.
