This paper analyzes a randomized trial of contract teachers Kenyan schools. In particular, it examines the difference between the effect government led school interventions had in comparison to those made by an NGO. The authors suggest that the NGO's efforts had a positive effect on pupil test scores, but the government's did not. This was due to implementation constraints and political economy forces that emerged when the program went full scale.
