This report describes the role of German companies in Pakistan's rise as nuclear power. The author explains that at the beginning of the 1990s improvements were made in the regulations for granting licenses to German companies. However, depending on the outcome of the legislative process, the impending revision of the German Foreign Trade and Payments Act (Außenwirtschaftsgesetz) affecting export controls might turn out to be a step backwards. In a series of case studies, the author makes recommendations on how export controls can be improved.
