This paper looks at the context in which climate finance operates and presents a framework for analyzing the effectiveness of multilateral climate funds. The framework identifies ten key points that are central to understanding the effectiveness of spending and outcomes. It also emphasizes the enabling role of public finance in creating the conditions under which low carbon and climate resilient development can become economically viable for developing countries. Finally, it analyzes the role of multilateral climate funds and the particular value that they have added.
