This paper explores the common challenges faced by Egypt, Libya, and Tunisia in their post-revolutionary transitions. It also focuses on how they will benefit if their militaries emerge from the transitions subordinate to democratically-elected civilian leaders. It suggests that for this to happen, there needs to be well-defined institutions, strong and clear legal frameworks, and robust civilian defense expertise. While the countries will not achieve these very soon, the paper argues their promotion should be a central goal of US defense cooperation with them.
