This paper argues that ammunition should be included in the Arms Trade Treaty as it could help it achieve the treaty's objectives. The authors suggest that controls over transfers of ammunition offer a better opportunity to prevent atrocities compared to controls on weapons. This is because, unlike weapons, ammunition can only be used once and constantly needs to be resupplied. Interrupting these supplies could offer a way to quickly bring an end to forces engaged in armed conflict.
