This brief looks at various ways a state can prevent atrocities being committed within its own borders. The author concentrates on the use of two early prevention measures that fall under the primary responsibility of the state: security sector reform and the promotion of horizontal equality. He writes that the impact that these will have depends on the desire of both regime and population to incorporate these measures within a comprehensive multi-sectoral strategy.
