Is the Council of Europe a net positive or negative as an organization? Critics say that it is too disordered on matters of substance and that it copies too many of the activities of other international organizations. So, are they right to dismiss it as they do? The author of this analysis says 'no'. He argues that the Council's contributions in the area of human rights are no less than 'indispensable', and that the critics conveniently forget it is a reform-minded institution. Indeed, the success or failure of these reforms, which began in 2010, will determine the continuing relevance of the Council of Europe in the future.
