This paper uses a case study on South Africa to analyze the debate on the European Union's new proposed policy approach to middle-income countries -- differentiation. It concludes by suggesting that debates on aid in middle income countries indicate that development actors are struggling to shape their work and relation with these countries. It also suggests that the factors that shape development actors have changed and that this requires either revision or change in policy approaches by organizations like the EU.
