This brief discusses the discourse on devolution in Zimbabwe. It talks about the opposing views of the two major political parties, and the position of the Parliamentary Constitution Select Committee (COPAC). It also uses survey data to explore public opinion on this issue. The authors find that a majority of the Zimbabwean public favor devolution. This is also true among members of the Zanu-PF party which officially opposed the policy.
