This brief uses survey data to measure public attitudes toward citizenship in Zimbabwe. The authors argue that the question of who or who is not a citizen in Zimbabwe has often been politically driven. Prior to the 2002 presidential election, they contend, the government used citizenship legislation to deliberately excluded members of the immigrant population from participating in politics. In general, however, the authors find that Zimbabweans are tolerant of all types of citizenship, except that which confers dual citizenship.
