This brief examines the reasons why the Tokyo Mutual Accountability Framework for Afghanistan (TMAF) is being undermined. Rather than investing more effort in trying to fix the TMAF, the author argues that the Afghan government and its international partners need to manage each other’s expectations from a broader, medium-term perspective to provide the basis for a more productive partnership.
