This paper argues that in a changing international system there is significant potential for a strategic partnership between the EU and Brazil. Though the two differ in their political priorities and multilateral behavior, their normative outlook is broadly compatible; moreover Brazil's emergence as a rising democratic power means it is in need of more dependable partners beyond the BRICS. The author argues that an EU-Brazil partnership could help deepen economic ties and sustain growth. Furthermore, it could also foster cooperation in political and security affairs in areas of crisis management, preventive diplomacy and human rights.
