This brief examines natural disaster response capacities in Africa and what drives government investment in disaster preparedness and response. It suggests that economic strength and the perceived risk of natural threats are the clearest predictors of investment in preparedness activities. Other factors include electoral and political conditions in the particular countries. The author also talks about the role civil society can play in encouraging foreign aid.
