This brief argues that the United Nations Mission in South Sudan's (UNMISS) decision to establish County Support Bases (CSBs) throughout the country's regions is an indication of a greater emphasis on the link between peacekeeping and peacebuilding, particularly at the local level. The authors explore the conceptual foundations of this link, the integration of UNMISS with the UN Country Team, the challenges of implementation in South Sudan, and how the UN might use CSBs in the future.
