This brief suggests that some emerging powers, and the Global South in general, are already significant providers of civilian capacity through bilateral as well as multilateral mechanisms. It also suggests support for civilian capacity is unlikely to increase until the civilian capacity agenda shifts to a more practical level. It therefore argues that the UN should show its support of this civilian capacity to enable the pilot testing of pragmatic tools which could improve the participation of emerging powers in the area.
