This brief summarizes the main findings of a study analyzing Russia's Arctic policies. The authors examine how the region is represented in Russian discourse as well as Moscow's practices. The study argues that both domestic and international concerns are driving the way in which Russia engages in the High North. The conclusion further notes some potential "game changers" including China's growing interest in this area and US acceptance of international law. The study's policy recommendations are also provided.
