This paper talks about the EU's designation of Brazil as a strategic partner in 2007 and argues that it was late in recognizing Brasilia's growing global importance. It therefore suggests that the EU may have missed an opportunity to affect Brazil's policies as the country continues to develop. As of 2012, it is still unclear whether Brazil-EU ties are close enough or mutually beneficial, especially on outstanding political and economic issues. The authors conclude that the development of this relationship has implications for other countries seeking stronger links with South America's largest state.
