This brief argues that although UN-authorized intervention in Libya in 2011 was a textbook example of the Responsibility to Protect (R2P) doctrine, it also demonstrated the need for legitimacy criteria to guide decisions in the authorization of such interventions. The author also claims that emerging powers, such as Brazil, China and India, should take a leading role in the development of a rules-based approach to protect vulnerable countries from powerful states and abuses of domestic power.
