In many communities across Afghanistan, the weakness of the formal justice system has led to the vast majority of disputes being resolved outside of the formal state system. This brief reports on the findings of a number of USIP projects undertaken to strengthen some of the weaknesses within these 'informal' justice mechanisms, and evaluates their success. The brief then offers a number of recommendations, given the mixed results and successes of the projects.
