This paper discusses the means by which the governance of the global economy can be made more legitimate and responsive to the world's poor. It argues that the politics, rules, and institutions of cooperation among nations have not kept up with the demands from global citizens for a fairer global political order. Furthermore, it suggests that if global economic institutions become more marginal or less legitimate, the world's population, particularly the poor, will be worse off.
