This Report clusters together a number of transatlantic views on Russia's current foreign policy. The consensus is that Moscow is an ‘ad hoc’ rather than strategic partner for both the EU and US – i.e., it is a partner that will only cooperate on a narrow range of issues that fall well within its own areas of interest.
