This paper looks at community policing - what it means, what it hopes to achieve and how it is affected by factors such as state-society relations. The authors argue that development actors, recognizing that security and justice are essential to development, have become interested in community policing. They warn, however, that while community policing provides opportunities that can strengthen safety, security and justice, it cannot solve all issues.
