This paper identifies and defines a group of people in Latin America and other developing countries who are not poor and yet do not belong to the middle class. The authors define them as vulnerable 'strugglers' living in households with a daily per capita income of between $4 and $10. The authors argue that in many upper-middle income countries of Latin America, these 'strugglers' are at risk of being marginalized and becoming the new poor. They also talk about the need for new social and economic policies that can attend to the needs of this group.
