This brief argues that Sudan, with the help of the African Union High-Level Implementation Panel, needs to embark on a national-level dialogue that involves elements of the government, Islamists, and all armed and unarmed opposition groups. The brief’s author, however, is under no illusions that the process may be a lengthy one and could even require postponing the national elections currently scheduled for 2015. The delay may not be helpful in the near-term, but its long-term value is indisputable – i.e., the creation of a democratic government that is willing to pursue true reconciliation in the country.
