This policy brief talks about the importance of cultural affinity in the South Sudan IGAD initiative through which Civil Service Support Officers from Ethiopia, Kenya and Uganda were sent to South Sudan to help develop government capabilities. The author concludes that the IGAD initiative, indicative of South-South cooperation, seems to have advantages over North-South cooperation, but that these may have resulted more from the expectations of those involved than from cultural affinity.
