This paper talks about the development of the concept of protecting civilians in armed conflict (PoC) and its implementation into the operations of the African Union (AU). It says that there appears to be a growing commitment to PoC in the AU, albeit in an inconsistent way. The paper concludes by providing a number of recommendations for international donors, the UN, and the AU as to how to improve the observance of PoC.
