This practice note looks at the benefits of integrating gender issues into penal reform as a part of wider Security Sector Reform (SSR) and provides practical information on how to do this. It further highlights post-conflict challenges and opportunities for the integration of gender issues into penal reform as well as their importance for non-discriminatory policies and prison security.
