This report examines US immigration policy (with a special focus on non-immigrant student visas) following the September 11, 2001 terrorist attacks. The author considers the impact of subsequent policy changes on the US higher education system and discusses ways of improving current policies and procedures regarding the issuance of non-immigrant visas.
