This paper examines the new strategy of 'Upgrading through Low-Cost and Fast Innovation' driving Taiwan's IT industry. The first section looks at Taiwan's traditional 'Global Factory' model and examines the role of innovation policy in this model. The second section reviews the fundamental weaknesses that have led to the country's new innovation strategy. Section three explores the new strategy. The last section examines the role of government and key policies and in the Taiwanese IT industry.
