This brief examines the global education crisis and the role of donors and development agencies in failing to foster change in the quality of education. The author argues that nearly all developing countries have plans to spend more money on education, yet evidence shows that more of the same will mostly reproduce more of the same. He further argues that solving the learning crisis will require flexible policies that allow developing countries to experiment with their own approaches and solutions.
