This brief looks at the deployment of Government Provided Personnel (GPP) to implement the Rule of Law. Using a study of BRIC and other emerging countries that are increasingly influential in the global order, the brief identifies the obstacles and motivations that guide the deployment of GPP to post-crisis and conflict areas. The paper concludes with recommendations on how to successfully deploy GPPs and increase their chances of success.
