This brief argues that the international community needs to systematically collect, share and analyze local perceptions. The authors believe that doing so would help monitor progress towards key benchmarks and facilitate decision-making at the UN Security Council and UN Secretariat. They conclude by providing some recommendations for policymakers and the international community on how this can be done.
