This report uses South Sudan as a case study to examine the the election process and campaigning strategies in conflict-prone divided societies. The authors discuss the ethnic conflicts in the country, the importance of timing and administration of elections, as well as the various frameworks and representation of electoral systems in the country. They conclude by translating their general insights into specific policy recommendations for the South Sudanese parliamentary elections scheduled for 2015.
