This analysis focuses on Switzerland's attempts to establish a transnational code of conduct for the handling of kidnapping-for-ransom cases, which it will pursue during its chairmanship of the OSCE in 2014. The analysis also looks at 1) some of the global approaches being used against this money-raising tactic, 2) what Switzerland's current policy is against it, and 3) the emerging practice of providing kidnapping insurance packages for those who feel they need it.
