This paper assesses the effectiveness of the Global Environment Facility, the longest standing multilateral climate change fund. It analyzes how the fund spends money and the likely outcomes of the funding that has been delivered. The authors conclude by pointing out the relevance of deeper engagement with country stakeholders and a better alignment and collaboration between actors in the international climate finance architecture.
