This paper examines US efforts to counter the financing of terrorism through humanitarian and charitable organizations, or not-for-profit organizations (NPOs). The author argues that most of these efforts, which focus on financial transparency and banking restrictions, are counterproductive and undermine efforts to prevent terrorism. He ends the article by advocating policy-makers to engage with the NPO sector to identify how best to minimize the risk of abuse of NPOs.
