This publication analyzes the international community's dispute with Iran over its nuclear weapons proliferation program and possible opportunities which, if taken, could help resolve the crisis. The authors first discuss the historical context of Iran's dispute over their development of nuclear weapons and the country's position toward weapons of mass destruction. They then go on to examine the costs and benefits for Iran in gaining a nuclear weapon and the importance of Israel for non-proliferation negotiations in the Middle East. They conclude by suggesting that there needs to be open debate on nuclear weapons by states that possess them and those who can build them.
