This paper uses the example of Ethiopia’s Climate Resilient Green Economy (CRGE) strategy to explore the role of participation, incentives and interests in implementing transformational climate policies. It gives a brief review of relevant literature on transformation and elaborates on the analytical tools available for assessing drivers of policy change. It then outlines the structure of the CRGE process and explores key political and economic factors in the CRGE’s development. The authors argue that the case of the implementation of this transformational climate policy in Ethiopia demonstrates the need for such forms of policy in general to take account of the social, political and institutional context of the country within which it is adopted.
