This paper focuses on the European Council meeting scheduled for December 2013, which will dictate the EU's security and defense policies for the coming years. While laying out the policies, the Council will also have the opportunity to reinvigorate the hard power capabilities of the Union, although economic austerity and recent renationalization trends across Europe suggest that the reinvigoration will be modest at best.
