This publication urges US policy makers to adjust Special Operations Forces (SOF) operations, organization, and national-level command and control to deal more effectively with terrorism and related forms of political violence. The authors argue that SOF's so-called indirect action activities are critical for reshaping the sociopolitical environment in which terrorists and insurgents thrive. They conclude that allowing SOF to work efficiently requires major reforms in organization, command and control, and policy oversight.
