This brief looks at the state of defense in Europe and the European Council's potential role in developing a comprehensive strategic EU roadmap on defense. The author argues that the European Council is the most appropriate institutional entity in the EU for taking decisions on defense matters. He also describes the European Council's role in defining EU's priorities as a security provider and in defining the level of military ambition.
